--ckan-migration tests not initialised correctly

Description

Only tests with failing --ckan-migration fail, due to authz not being initialised.

Fixed in b2b37e39de4d in release-1.3.4. Was only broken on this branch a few days before.

Also found problem with some tests using delete_all. Fixed in cset:f9764dd43a0a release_1.3.4.
