Non-ASCII chars prevent data preview

Description

Characters outside of ASCII range are not supported within data previews.

Steps to reproduce:

  1. Visit ​http://ckan.net/package/kivele2010
  2. Click on [preview] for any of the resources

Unicode data should be fine in the new datapreview code, for example: ​http://test.ckan.net/package/afghanistan-election-data
