"Proper" issues extension.

Overview

  • This would be an extension and improvement of existing todo extension - #842 (​https://github.com/okfn/ckanext-issues)
    • Current extension does work but lacks polish
    • Should we polish or do significant improvements?
  • Functionality - see etherpad

  • Rename todo(s) -> issue(s) in existing extension
