Make data available in machine-usable form

Description

Currently all data is only available via the web interface which makes it difficult to obtain in bulk. Data should be provided in other more convenient, machine usable forms:

  • DB Dump
  • JSON for each package page (maybe Atom as well)

Partially addressed by r194 and making available of db dump on production machine.

Closing for time being as sql dump seems sufficient. If JSON is to be provided (per package and with Atom feed of changes) this should be made into a separate ticket.
