'Show and Tell' page customization using cookie + js

Description

To allow for full page caching even on customized pages for logged in users we can use cookie+javascript techniques as described here: ​http://www.ibm.com/developerworks/web/library/wa-rails2/

In the first place we just need to apply this to:

  • You are logged in as
  • Package/group edit/authz tabs
