Deleted packages showing up in tag lists

E.g. ​http://ckan.net/tag/lod contains musicbrainz_ (Musicbrainz) item (if you click you will get 403/login as deleted packages can only be seen by admins).

Also suggested that these are showing up in the API (courtesy of Anja)

I think I'm seeing a variation on this behavior: I'm retrieving the packages in the lodcloud group (​http://ckan.net/api/rest/group/lodcloud) and finding bibbase, and then fetching the package details (​http://ckan.net/api/rest/package/bibbase) and getting a 403 Access Denied. If access to the package isn't available I would think it wouldn't be listed in the lodcloud group response.
