http://ckan.net/tag/linguistsic doesn't have a single entry, but is still kept and displayed.
It should be purged !!!

@David Should we implement this as a change to the way tags work or via a tidy up cron job?

The only issue here is that we are listing tags that relate to 'inactive' packages. We are already not listing tags that relate to NO packages.
I have fixed this.

The tag in the example is related to a deleted package so should not be deleted. With this patch it no longer gets displayed.
